If I have 12 riders and 12 infantry, how many infantry can have bows, 4 or 8?

We don't know yet, waiting for it to be FAQ'd. RoR don't count towards the bow limit, but they are warriors, and the normal bow limit is based on warrior count. Out of a sense of fairness I'd say 4, though bows are so nerfed with the movement rule it probably doesn't matter. You'd probably be better off with no bow infantry, since you can then have shields and throwing spears (8" range), which still have a movement penalty but you can move full, not half.

I would agree with 4. RoR don't count towards bow limit, I would think that this meant for their bows, and for the soldiers with bows that do have a limit.

Do you think bows would be worth it with the Huntsman as a leader? Using a possibly regenerating pool of might to call heroic shooting actions from a decent position?

I don't really think so. Firstly, the Huntsman is an independent hero, meaning he can't lead any troops himself, requiring another hero to do so. Secondly, in addition to the movement penalty, archery as a whole has been nerfed by the new metagame: most scenarios allow your opponent to deploy right at the center line and heroes can now call heroic marches, making closing the distance easy as pie. Furthermore, with the removal of salvo fire you can't just deploy at your table edge and fire away anymore, which makes protecting them harder because you have to keep firing lanes open. And as the last straw, heroic shooting actions are still very unimpressive, IMHO. To be honest, more CC beef looks like the way to go in virtually all cases.

Dang, that's a shame. I was hoping to take the Master and some outriders (maybe 8 or so) for a game or two since they come in the command boxes =P Seems so sad to have them and not use them. Maybe if I use them on Cav and hope to hit the horses so I can have the mounted advantage.... Seems like a lot of work tho, and since I can't shoot into combat (A tried and true Uruk-hai tactic I use) it will probably be much harder to keep fire lanes open.
