Line of sight is measured from the view of the model (ie from the eyes). Perhaps you could mount the dragon on a rock to make him taller?

it would depend on what you and your opponent views it as. logically it should be able to do it. game wise might be for balance reasons ask your friend your fighting with before the game starts and work for a agreement.
