what kind of isengard do you want to play,
scouts
falanxes (with sauruman?)
shootie (with vrasku and x-bows)
or a combi

I should go for a combi of mahur and his marauders
some x-bows with vrasku
and fill up with 2 warbands of normal warriors and captains.

First things first, you're gonna need two heroes to even be allowed to field your Uruks, the warband rule states that you need at least one hero for every twelve warriors you have. You could use unnamed heroes like Uruk Captains, or named heroes like Lurtz, Vrasku or even Saruman. Think about what sort of army you want and then start looking at models :)

Assuming you've got 10 uruks with shields and 10 uruks with pikes that's a good start. I would add in 12 crossbowmen, 12 Feral uruks and a couple of banners. You'll then need 4 captains, I'd recommend Vrasku, Mauhur, Ugluk and a regular captain.

Crossbowmen and Ferals are expensive models (cash not points), particularly the crossbowmen now as your choice is either OOP metals or FC, but both are great on the table. They're also great models, particularly the Ferals which were some of the most satisfying warriors I've ever painted.

That should give you somewhere around the 700 point mark.

The other, cheaper option is to take Azog's advice and get some scouts. Again they're cool models and you should be able to pick up a box of 24 on ebay for about £20 with a little patience. If you add those scouts to the warriors you have with the 4 captains and banners you'll end up with about 700 points again.

Saruman for some Magical Powers to use in your force would be good I think. :)
