It might be too low on numbers, but you know exactly what you need to do that can be okay, as long as you protect that Wight.
Yeah, I was thinking the same thing with the Wight. I'm playing around with the Warbands now, so I can give him a few more models to support him. With my current points I can do either 5 shield orcs, or a Spectre and 2 Orcs.
Also, I haven't read the Hobbit rules yet, but it's sweet that spears can support 2 handed weapons.

I usualy play 24 models on 700-1000 points and I'm still able to play it competitive, I think he's not that low on numbers at all.
Aside from that, the list looks pretty good. I'd give the shield orcs spears in order to support all of your barbarians. I personaly like to use ringwraiths on FBs as annoyers and for forcing breakthroughs. Spectres are nice too, as they're able to gap enemy formations or help in trapping important enemy models. I don't know the rules of the Barrow Wights though, so I'll not comment on that one.
Barrow-Wights have the "Paralyze" spell. Basically it shuts down a model hit unless you roll a "6" at the end of a fight phase. He'll basically shut down captains for execution runs, after the Spectre(s) draw them out.
