ok this is what i believe what it does. 1 shots the target if wounds. treated as a bow. lose a will point. it cant be magic resisted since it is treated as a bow. but fate ignores it all.

Jup. Also means that he gets 3+ shooting when moving.

It's really sad how lame the breath of fire is. Dragons are so dependent on will, and they have to use it to have a 4/9 chance of killing a captain (on the move), less if they have fate left. My last game with my dragon I was immobilized every single turn of the game due to poor luck and running out of will against Gandalf the white. Can't recommend fire (or dragons) at all.

Most people don't use fire. I think the order of preference is tough hide, fly, wormtongue, and fire.
