Frankly though, I think he should be a Monster! He has more strength than a cave troll, so it only makes sense to me

The Hasharin's skills are more in troop killing than in killing any hero stronger than a captain of men, IMO. High fight is necessary for hero killing, which he does not have.
Personally I feel magic is the best anti-hero option in the game. Regular monsters are risky v.s. heroic strike. Azog has low defence v.s. bows. Hero v.s. Hero is subject to the vagaries of double heroic strike and how the wider battle turns out. But a single wraith can be practically untouchable from distance and wear a hero down very effectively for a mob of grunts to handle. They can also be very cheap if taken in budget form, and add many other advantages such as a good standfast and an anti-courage aura in the form of Harbinger of Evil. What's not to like?

And of course, loads of troops will kill any exposed hero, it's practically a given.

I'm gonna say the Golden King of Abrakhan. In combat he's not that good with only F4 (but 4 Attacks is not to be sniffed at). However, his special rule means that any hero (barring those with more than 3 Will) that roll less than a 12 total on their Courage Test will run, regardless of Will spent.

Expanding on the above point, the Golden King, a model with Harbinger of Evil, and a Mordor catapult with severed heads is an amazing way to kill not only heroes, but everything.
