I'm looking to build an army of the dead list but I don't know which leaders (other than the king of the dead,) would be thematic.
Would love some help :)

Just use the Captain of DA profile and convert a warrior of the dead to look like a captain is what I would do.

That's what I recommend too the one problem is that the King is so much weaker lol and the Captain of DA would be the only unit not striking against courage.
There's no better choice to be sure, just this one's not ideal either

Under the new hobbit and warband rules I think the army of the dead are a really viable force and neglected so far. This is doubly so since evil on evil has become more common. Captains of Dol Amroth (or even better Forlong) mounted would be the obvious choices - just paint them in a ghostly scheme if you're worried about aesthetics.

Riders are good but expensive as you say, so you'd want to use them sparingly and only keep them back for high courage models that are going to get your points back. Cavalry is also becoming really important in scenarios so 3/4 of the riders would be useful anyway.

Thematically, anyone that joined anyone on the paths of the dead and then on to Minas Tirith - Halbarad, Elladan & Elrohir, Leoglas, Gimli - a few fiefdoms heroes wouldn't be too out of place.

I'd suggest a banner. And you never ever hear me say that. Reason being is because with them you need to win fights and can't let them die. You need to strike enemies courage and km them because your pts value is so high.

With war bands rules you can only take twelve of them so that means they either need to be made a tough twelve or they're going to be soft against units that can outnumber them 2-1.

I understand ppl are telling you to convert but if you play a serious game you can't have more than 1 warband.

You can have as many warbands as you want. Nothing preventing you from having Forlong leading the dead...theme doesnt apply to tournaments unless you impose your own restrictions.

I wouldn't play Forlong (if you are not going to take axemans, too) and take the captains of Dol Amroth. You can field something like this:

Captain of Dol Amroth
11 Warrior of the Dead with shields (6 with spears)

Captain of Dol Amroth
11 Warrior of the deas with shileds (6 with spears, 1 with banner)

War bands don't have to stay together so have king of the dead leading 12 and literally anybody else leading the other 12 then after deployment the king could literally lead all 24 and the other captain could join into a separate wb or just float about on his own.

Thematically speaking the only named hero that can lead the dead, aside from the king, is Angbor the Fearless and even that's a bit of a stretch. Because Angbor is the only guy who did not bolt when the army of the dead showed up at the river crossing and the defenders had been more or less swept for Pelargir before the grey company arrived. So he is the only guy that can lead troops and was on the field at the same time as the dead in the books. Everyone else we have stats for was at Minis Tirith for the siege.
