Once again, time for painting this force is an issue, so I'm going to keep the unit count on the lower side. I think this could be a fun and challenging list to use. Some of these units could be quite nice to cut through the rank and file.
Theme wise, I like to think that this list is that Sauron has settled back in the east in Mordor after a good time has passed from being banished from Dol Gulder. He's regained some strength enough to launch out numerous attacks at Gondor with the Nazgul at the helm of these attacks, Shagrat being his younger version here is leading some of Sauron's elite forces here to launch a brutal shock offensive.
Since Gundabad Blackshields seem to come from Gundabad, just like the Gundabad Orcs in The Hobbit, it could be feasible that Sauron had Goblins in his service and could be remnants from his older army that retreated with him to Mordor.
