Maybe Glorfindel, Lord of the West with Armour of Gondolin or Thranduil, King of Mirkwood with some Palace Guards (about 4 of them, 2 shield, 2 spear).
Thranduil gives you a free Nature's Wrath and a free Aura of Dismay, which both can be channeled.

I had trouble writing a similar list,
Most balance I can find is two groups of 8 rangers lead by legolas and tauriel, and the. Thranduil with inthink it was 6 palace guard, some wih spears and all with shields.

Purchase armour and an Elven cloak for Legolas, and add Gwahir. Comes to 140pts, plugs the hole perfectly.
Fluffy too, the Great Eagles nest in lands close to Mirkwood, and, being elves, I imagine the elves of Mirkwood are the race/faction which cooperates the most with the Eagles of all the Free Peoples.
Maybe the Eagles act as scouts and literal eyes in the sky for the elves, and help the elves track and hunt roving warbands of Orcs.

Thranduil and about 6 wood elves with spears to add some support when the enemy gets a little close for comfort.

I might actually say a stormcaller with wood elf spears and bows. You could probably take 6 with spear and 3 with bow and buy a piece of equipment for legolas.
So: -storm caller -6 wood elves with spear -3 wood elves with elven bow Which is 135 pts And then get armour for legolas.
