Castellan oDG - Losing Will and VPs

If a castellan of dol guldur loses a Will point, using it as a fate point, does the enemy player win Victory point? If it happens then it is so imba imo.
In your answer please write the source where you found the answer.

No it's not a VP. Simply because the rule is he may use them as fate points to resist wounds; however they are not fate points and therefore do not grant VP's
