Looking for advice on achieving a really intense white glow something along these lines. Technique and products etc

Mmm....

In this case I would start by basecoating the model with the blue and then basecoat the glowing area with pure white, making a rough transition with my brush where the colours meet. Then I would use very transparent washes made by mixing the blue (or turquoise here) with a "medium" (like Citadel Lahmian Medium) and slowly blend the two areas together with multiple thin coats, starting thinner toward the centre of the white glow and blending darker into the blue.

You can use this same idea with other colours were you want to seamlessly blend a lighter colour with a much darker one. The medium enables you to thin down your paints but still keep their properties and the consistency of a wash. Water makes the job look chalky and blend isn't that smooth.

This is pretty fair priced. I would try it on a different model or even piece or sprue and see how many days it works etc.
