It is legal if you use it for your own purpose as soon as you would try to sell it than yes it's illegal.

If you wanna do it, do it with yourself to make what you want.

If you possibly give some or trade some to friends.....at that point youre already asking for trouble.

Anything selling though and the might of Nazi GW will sue you into poverty.

If you want to do it, ''keep it secret, keep it safe''.
Gw is very strict when it comes to recasting and i do not blame them at all, it is their property after all.
So i would strongly suggest to not even ask about it in forums and of course do not attempt a trade or sale with recasts.

I've made my own molds for small items like shields and stuff to adorn my homemade Sons of Eorl. I can understand casting things like that, or OOP stuff to add to your army. But like others have stated above, if the reproduced items are given, traded, or sold, you have committed a crime. Best to keep it to yourself and use it for private use only.

As I said before I would be to make them for personal use no trading or selling. Also it would be nice for oop products like mogul stalkers ferals ruffians and shirriffs rather than pay 60 bucks for a warband. Also it would be nice for bigger creature like the great beast that I like to have multiples of but don't feel like spending 280 for four of them. Also would be nice for conversions and basing with dead soldiers.
